Market Research

EMA maintains an extensive database tracking the entire lifecycle of the floating production industry – from planning to contract award to project execution, installation, operation, and decommissioning/redeployment. Asset types include FPSOs, FSOs, TLPs, Spar, Production Semi, FSRU, FLNG, and MOPU. This database began in 1996 and is continuously updated.

Floating LNG

EMA was engaged to perform a comprehensive assessment of the risks and opportunities in the FLNG market. The scope included review of current technology, commercial viability, financing issues and competitive landscape.

Mr. David Boggs is the founder and Managing Director of EMA and has the primary role in all projects that the company undertakes. David has over 15 years’ experience in the Offshore Oil & Gas Industry including extensive involvement in numerous FSO and FPSO projects, including as project manager. He has performed market research, strategic planning, project execution support, and business development expertise to clients in the offshore energy sector.
Mr. Boggs was previously General Manager - Commercial at Tanker Pacific Offshore Terminals in Singapore, responsible for all business development and commercial activities for a fleet of leased offshore units.
David has been invited to speak at various industry conferences including: Marine Money Offshore, Offshore Asia, FSRU Asia Summit, Floating LNG 2015, FPSO/FLNG Asia, FPSO Congress, FPSO China, China Offshore Engineering Symposium, Harvard Project for Asian and International Relations, FPSO Design & Technology, and Offshore Southeast Asia.
David has a BA with honors from Harvard University and an MBA with honors from the University of Texas at Austin, where he was President of the Energy Finance Group.

David L. Boggs - Managing Director


Ms. Ran Xu is a Director at EMA responsible for macroeconomic environment and strategic planning. Ran brings 10 years of experience in Asia having worked professionally in South Korea, Singapore and China. She has extensive consulting experience and has led projects related to market research, macroeconomic risk, investment assessment, and industry development. Her previous clients include economic development boards, oil and gas strategy departments, and manufacturing conglomerates.
Prior to joining EMA, Ran led IHS consulting for Manufacturing Services and Public Sector in China and Korea. Ran’s government experience includes the US Department of State where she was an Economic officer representing US economic and political interests.
Ran has an MA in Public Policy and International Development Economics from Harvard University and a dual BA from the University of Chicago. She is fluent in Mandarin and conversational in Korean.
